Our company has entrusted Jiangsu Shengtai Environmental Technology Co., Ltd. to conduct environmental impact assessment on the surface treatment project of our company's auto parts, and has basically completed the preparation of the report. According to the Environmental Impact Assessment Law and the Interim Measures for Public Participation in Environmental Impact Assessment ”, “Measures for Public Participation in Environmental Protection” and other relevant regulations, the main content and evaluation conclusions of the project’s environmental impact assessment will be announced for the second time in order to solicit opinions and suggestions from the general public. The content of the announcement is as follows:

1. Name and summary of the construction project

Construction content and scale: 3917.98 square meters of workshops are leased, and 20 sets (sets) of equipment such as automatic nickel-chromium-plating lines, automatic galvanizing lines, salt spray testing machines, and metallographic microscopes are purchased.

During the implementation of the project, no state-restricted or phased-out process equipment will be used, and no state-restricted or phased-out products will be produced. Prevention and control measures such as energy conservation, environmental protection, safety, fire protection, and occupational disease hazards will be implemented simultaneously, and relevant procedures will be completed to meet relevant national standards.After the project is completed, 4.1 million pieces of auto parts will be electroplated annually.

2. An overview of the possible impact of the construction project on the environment

① Exhaust gas: During the operation of the project,

The waste gas is mainly the pickling waste gas produced by 2 electroplating lines (hydrogen chloride, sulfuric acid mist, nitrogen oxides) and chromium-containing waste gas (mainly chromic acid mist).

② Wastewater: After the completion of the project, the wastewater mainly includes electroplating process wastewater, waste gas spray tower wastewater, ground flushing wastewater, plating tank cleaning wastewater, initial rainwater and employee domestic wastewater.

③ Noise: The production equipment of the construction project is located in the production workshop and special equipment room. The main noise equipment is various types of lathes, ultrasonic cleaning machines, injection molding machines, planers and other equipment.

④Solid waste: The solid waste of the project mainly includes chromium-containing bath/slag, nickel-containing bath/slag, zinc-containing bath/slag, waste resin, waste filter element, waste packaging barrel, waste activated carbon, substandard products and Employee domestic waste, etc.

3. The main points of countermeasures and measures to prevent or reduce adverse environmental impacts

①Exhaust gas: The waste gas involved in the production process of this project is mainly hydrogen chloride, chromic acid mist and sulfuric acid mist produced by electroplating. After passing through a set of four-stage acid-base waste gas neutralization tower and a set of chromium mist waste gas treatment tower (including chromium mist collector) + four-stage acid-base waste gas neutralization tower, it is discharged from two 25m exhaust pipes. Uncaptured exhaust gas is fugitively discharged in the workshop.

② Wastewater: The production wastewater of this project (including the first-class pollutant wastewater) is collected by the special management and then directly discharged into Rugao Honghao Metal Surface Water Treatment Co., Ltd. for treatment, and meets the standards of Table 3 of Electroplating Pollutants Discharge Standard (GB21900-2008) and "Urban Sewage Treatment Plant Pollutant Discharge Standard" (GB18918-2002) after the first-level A standard, the Wenge River constructed wetland is treated and then merged into the Dongfeng River.The domestic sewage will be taken over to Rugao Hengfa Sewage Treatment Plant after being pretreated in the septic tank, and the tail water will reach the Class A standard of the Pollutant Discharge Standard for Urban Sewage Treatment Plants (GB18918-2002) and finally be discharged into the Tongyang Canal.

③Noise: The project will reduce the impact of noise from driving, cooling towers, fans, etc. by taking measures such as sound insulation and vibration reduction.

④Solid waste: All kinds of solid waste in this project can be safely disposed of without causing secondary pollution and having less impact on the external environment.

4. The main points of the environmental impact assessment conclusion put forward in the environmental impact report

The construction of the project is in line with the national industrial policy, the site selection is reasonable, and more advanced technology and equipment are selected; Pollution control measures can meet the requirements of environmental protection management, exhaust gas, waste water, noise, and solid waste can be discharged and disposed of safely, and the impact on the atmospheric environment, acoustic environment, surface water, and groundwater environment is small;The construction project has certain environmental and economic benefits, and the total amount can achieve a balance within the region; the interviewed public is relatively supportive of the project.Therefore, on the basis of practical implementation of various environmental protection measures proposed in this EIA, from the perspective of environmental protection, the construction of the construction project is feasible.
